Efforts to form Prabowo's fat cabinet were detected from the revision of Law Number 39 of 2008 concerning State Ministries in the Indonesian House of Representatives. In its revision, the House of Representatives changed the phrase that the number of ministries was limited to a maximum of 34, to unlimited, according to the president's needs.

Researchers from the research and policy advocacy institute, The PRAKARSA, Bintang Aulia Lutfi assessed that the formation of Prabowo's fat ministry has the potential to create overlapping authority.

Currently, he said, environmental sustainability issues involve at least three ministries, namely the Ministry of Environment and Forestry, the Ministry of Energy and Mineral Resources and the Ministry of National Development Planning/Bappenas.

"Well, what if it turns out that these ministries are increasing? This becomes a challenge in coordination," Bintang said to Suara.com.

The fat ministry is considered not in line with the spirit of bureaucratic reform that has been campaigned intensively by the government. With the increase in the number of ministries, it automatically creates a number of rules or regulations. The risk is the creation of new layers of administration because several ministries are divided.

"Although the government is currently making many efforts, such as integrating data and information using digitalization, its progressiveness is still questionable," he said.
